Latest Customs Clearance Policies for International Logistics by Country

       Global customs clearance standards have tightened significantly in 2026. The US has abolished the $800 duty-free allowance; the EU will impose a fixed charge of 3 euros per small parcel starting July. Japan and the UK have simultaneously canceled low-value duty-free exemptions. Russia and Indonesia have intensified strict inspections on customs documents and language specifications. Full compliance and overseas warehouse deployment have become mandatory requirements for cross-border logistics.

United States

Official Abolition of T86 $800 Duty-Free Allowance (Effective April 12)All parcels are subject to duty regardless of value: charged at 30% of goods value or USD 25 per piece (whichever is higher). The cost of direct mail for small parcels has surged by 30%–50%, making overseas warehouses the mainstream option.

Strict Enforcement of Import Compliance (Mandatory since April)

10% Global Temporary Tariff (In Effect)A 10% additional tariff is imposed on most Chinese goods; the $800 duty-free exemption for small parcels is also revoked simultaneously.

European Union

Abolition of duty-free exemption for parcels under €150 (Effective July 1)

Transition Period (Jul 2026 – Jun 2028)A fixed tariff of €3 per item for all categories.Example: 1 piece of clothing + 1 pair of earphones = €6 tariff.Full tariff (0%–17%) will be levied starting July 2028.

Mandatory VAT/EORI & Severe Crackdown on Under-DeclarationValid EORI and VAT numbers are mandatory for commercial shipments.Under-declaration or omission will incur fines of 20%–50% of the goods value; incomplete documents will result in direct cargo detention.

Official Imposition of CBAM Carbon Border Adjustment Mechanism (2026)High energy-consuming products (building materials, steel, aluminum, partial lithium batteries) require carbon footprint reports and carbon tax payment for customs clearance.

United Kingdom

The £135 small parcel duty-free exemption is canceled (Implemented in 2026).All imported parcels are subject to full VAT and tariff, severely squeezing profit margins of low-unit-price direct shipping business.

Japan

Accurate declaration is required to avoid extra charges.The small-value duty-free threshold of 10,000 JPY (approx. 500 CNY) based on weight and volume is abolished.A uniform 10% consumption tax is levied on all imported parcels, leading to a notable rise in direct mail costs.

Russia

Merchandise product pages must be displayed in Russian; pure foreign language e-commerce stores, advertisements and social media content are prohibited and must be accompanied by Russian translation. Violations will lead to product removal or fines.For customs clearance: Certificate of Origin and Russian-language product manuals have become standard mandatory documents.

Indonesia

Customs clearance must be completed within 30 days after cargo arrival.Overdue shipments will be directly detained or auctioned with high warehousing fees; a 60-day remedy period is available.Strict inspection on product certification and SNI certification; shipments without valid certification will be directly returned.
